Warrior Focused Solutions (WFS) is seeking qualified professionals to provide services and mission support to the U.S. Army Joint Readiness Training Center (JRTC) located at Fort Johnson, Louisiana. Mission Support services for JRTC, one of the US Army's Combat Training Centers, entails providing realistic, graduate-level collective training experience at the Brigade Combat Team (BCT) level with the primary objective of training light infantry, airborne, air assault, rangers and other special operations units. Historically, JRTC has hosted rotational exercises for US Army motorized and mechanized formations, as well as select units from the US Marine Corp, US Navy or US Air Force.

The JRTC typically hosts ten standard rotational exercises each Fiscal Year (FY). Typical standard rotational exercises are designed based on a 14-calendar day training period with 18 calendar days of Live Fires typically starting prior to Force on Force (FOF) and running concurrently during the fourteen (14) training days. The standard training exercise is scripted and typically based on any combination of offense, defense, and stability operations. Standard rotations take place in a generic region with scenarios and Opposing Forces (OPFOR) threats based on the Decisive Action Training Environment (DATE). Rotational Training Unit (RTU) missions conducted during standard rotations are generally in direct alignment to the RTU’s standard Mission Essential Task List (METL) and training objectives.

Specific duties may include, but are not limited to:
  • Implement government approved processes to accomplish all tasks associated with the following functions:
    • Full life-cycle management of all Government Furnished Property (GFP) and Contractor Acquired Property (CAP)
    • Procurement
    • Warehousing and storage of GFP, CAP and associated supplies
    • Grounds maintenance
    • Rotational commodity management and reporting
Required Qualifications:

Specific duties may include, but are not limited to:
  • Provide full life-cycle management plan for all GFP and CAP that is not listed on the TDA.
  • Submit life cycle management plan 30 calendar days after the commencement of the Phase-in Period to the COR for validation and the Property Administrator for approval and; submit update plan annually to the COR for validation and the Property Administrator for approval.
  • Maintain hand receipts and sub-hand receipts for TDA property, conduct required inventories and provide required inventory and usage reports to the COR and PBO.
  • Manage property via a government approved system.
  • Ensure all property is hand-receipted and sub-hand receipted to authorized users.
  • Provide recommended changes to the TDA and/or authorization levels for additional authorized items and/or equipment; in close coordination with and at such frequency as required by the Government.
  • Perform property administration to include the following tasks: Acquisition, Receiving, Identification, Records, Movement, Storage, Physical Inventory, Reports, Consumption, Utilization/Equipment, Maintenance, Subcontractor Control, Disposition, and Contract Closeout.
  • Provide updated property records to the Property Administrator and COR on an annual basis.
  • Manage real property and leased property consisting of approximately 242 acres and equipment which supports JRTC Rotational units and Fort Polk operations at the Aerial Port of Debarkation (APOD).
  • Establish accounts with GSA/UNICOR to request new/replacement US Government license plates and turn in old plates for all required equipment.
Required Qualifications:
  • Associate degree.
  • Must possess, at a minimum, experience and knowledge on a broad range of property and supply management policies and processes; knowledge of specialized methods and techniques to analyze and evaluate the effective and efficiency of supply programs and/or operations.
  • Relevant military or civilian experience in large scale end-to-end property management operations.
  • Working knowledge of all Army property management regulations and management information systems.
  • Must be proficient with AR 735-5, Supply bulletin 700-20; familiar with item unique identification (IUID); working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and any other applicable regulations.
  • Must be capable of independently analyzing and resolving difficult issues and problems involving supply processes, work methods, or day-to-day operational procedures.
  • Must possess the ability to communicate effectively, orally and written, explain regulations and conduct investigations.
Desired Qualifications:
  • 4-year degree.
  • Experience as a former Division or Installation Property Book Officer (PBO) at the rank of Warrant Officer 3 or above.

Specific duties may include, but are not limited to:
  • Provide on-site customer support help desk that provides the first line of communication and response to the JRTC end user on issues ranging from network connectivity to desktop support.
  • Provide hardware, software, and telephone support to include: providing customers with initial Point of Contact (POC) for service requests and problem reporting; track, audit, and resolve issues; and provide feedback and close loop with customer.
  • Process all applicable service requests.
  • Perform minor networking functions such as: Installing network, CAT 5, patch cables, request Training Analysis Computer Support and Simulation (TACSS) ADP port configuration changes, track IP conflicts, and resolve conflicts.
  • Activate network ports, install network cables from activated ports to individual computers, and provide technical assistance to the Network Administrator, in coordination with the Network Enterprise Center (NEC).
  • Manage Information Assurance (IA) accounts for Computer User Agreement and Computer User’s Security Examination programs.
  • Serve as the POC for individual computer information assurance vulnerability alert (IAVA) compliance and notify appropriate TACSS personnel when issues arise.
  • Set-up printers, connect printers to network, and perform network configuration functions. Repair printers as deemed feasible by the Government.
  • Perform functions required by S4 to turn-in old or non-repairable hardware to S4 for transfer to Defense Logistics Agency (DLA) Disposition Services. This includes all signing of documents verifying work performed.
  • Perform routine preventative maintenance and schedule repairs (in close coordination with TACSS representative) for government and government furnished ADP equipment. Routine preventative maintenance/assistance support shall be scheduled by the Contractor with division Information System Security Officers (ISSO's) or designated representatives as time permits to identify and correct minor anomalies. Where practical, and to minimize user disruption, minor hardware and software repair or maintenance shall be performed by the Contractor at the user's place of duty. When required, coordination will be made for the computer system to be delivered to the help desk for repair. In this event, the Contractor shall schedule and provide the customer with an estimated time of return and with a receipt to properly account for the property.
  • Receive, document, assign, monitor, and close service requests.
  • Review and analyze customer satisfaction surveys and initiate follow-up and corrective action. Follow-up with corrective action within two (2) business days.
  • Maintain electronic logs/records of all computer repair, parts replaced, documented repair procedures and diagnostics, time and man-hours expended on repairs, and a history of a systems repair or maintenance assistance. This information shall be maintained in a manner easily accessible to the COR or authorized representative.
  • Provide the COR via electronic mail the IA certificates pertaining to all designated Contractor personnel monthly, NLT the 3rd of each month.
  • Provide the COR, via electronic mail a work order report, monthly for the ADP Assistance Center support provided since the previous reporting period. The monthly report shall be provided NLT the 3rd of each month. The report, at a minimum shall provide work order numbers, name of individual submitting work order, reported problem, technician's diagnosed problem, work performed, or action taken to correct problem, date reported, date resolved and if applicable date picked-up/returned to user.

  • Support six distinct scenarios simultaneously with the ability to have multiple versions of each distinct scenario.
  • Some examples of the distinct scenarios area a Standard Rotational Exercise (current model is a Decisive Action Training Environment (DATE) with four different areas of reference), a Special Rotation, and a Future Scenario that will be specified by Chief of PEMC.
  • Provide scenario products that adhere to joint combined, coalition and/or service doctrine and tailored to support all units that train at the JRTC including: Army, FORSCOM, COCOMS, United States Army Reserve (USAR), NGB, USMC, USMC Air, Naval SOF, Naval Air, and US Air Force Air Mobility Command (AMC), Air Combat Command and Multinational Forces as well as fulfill the rotational intents of the Commander, JRTC, and the rotational unit commander.
Required Qualifications:
  • Must be a U.S. citizen.
  • 4-year degree.
  • Must possess, at a minimum, MEL 4, military experience at the combat arms brigade level or higher.
  • Must possess supervisory experience in exercise development, training management or battle simulation.
